Formalization of procedures in the public procurement system ProZorro.

Abstract

The article is devoted to issues concerned with the improvement of the public procurement procedures through the application of system analysis, and process approach. An important role is played by the analysis of cause-effect relationships, which lead to a reduction in the number of bids, as well as an understanding of the nature of corruption and its risks in public procurement. In order to prevent problem situations in the implementation of the public procurement procedures in the ProZorro system, and to eliminate causes that lead to disruptions within the procedures, and to increase their effeciency, considerable attention should be paid to formalization, and regulating the processes provided for by these procedures in accordance with the current legislation. As a tool for formalizing these processes, visual (graphic) modeling has been chosen. Using this tool, we have decomposed and formalized the process of participation in open tenders (by the notation "Cross Functional Flowchart"). Moreover, the paper contains specified according to the Law on Public Procurement pattern of the stage when tender proposals from participants are under consideration. There is also a visual model that describes the process of qualifying participants of open trades in BPMN notation. In addition, it’s important to use an integrated assessment of participant’s proposal at the first stage of the competitive dialogue procedure. The obtained research results can be used for determining rules of participation in public procurements in the ProZorro system.
