Abstract

The paper identifies the key features and development trends of Ukraine’s telecommunications market, conducts a comprehensive diagnostic assessment of the strategic potential of JSC “Vodafone Ukraine”, and proposes managerial solutions for the formation and evaluation of the company’s strategic potential. The study defines the scientific and practical foundations for assessing strategic potential as a determinant of competitive advantage in the national telecommunications market. An analysis of current industry trends in 2022–2024 highlights the digitalization of services, structural modernization of infrastructure, and convergence of telecommunications, IT, and logistics sectors within a unified digital ecosystem. It is demonstrated that market transformation enhances the role of strategic potential in ensuring innovation, resilience, and sustainable growth of enterprises.
The research investigates Vodafone Ukraine’s human capital development system, focused on enhancing employee competence, career progression, and motivation. The study finds that the company’s HR brand as an employer achieves an average rating of 75% among employees. A strategic potential map of Vodafone Ukraine has been developed, visualizing the company’s corporate identity (logo, slogan, mission) and defining the key factors constituting its strategic potential. Quantitative and qualitative indicators with weighted coefficients were incorporated to improve the precision of assessment.
A comprehensive evaluation approach is substantiated, integrating resource-innovation, human capital, technological, and marketing dimensions of strategic potential. The empirical assessment yielded an integrated strategic potential index of 0.748 (74.8% of the maximum level), which reflects a stable competitive position while emphasizing the need for further managerial enhancement. A graphical model for strategic potential assessment of Vodafone Ukraine was developed to support managerial decision-making.
The findings enable the integration of strategic potential evaluation into corporate strategic planning, the design of flexible business models, and the development of effective management decisions aimed at strengthening competitive advantages in the context of digital economic transformation.
