Youth employment in the context of economic digitalization: innovative transformations and regulation of migration mobility

Abstract

This article examines the transformation of youth employment in the context of economic digitalization and intensifying migration processes, which have become particularly relevant against the backdrop of challenges caused by the state of war in Ukraine. Particular attention is paid to the impact of digital technologies on changes in youth employment models, the expansion of remote, platform-based, and project-based work, as well as increased international labor mobility.
The study addressed the following objectives: it synthesized theoretical approaches to interpreting transformations in youth employment within the digital economy; analyzed current trends in the migratory mobility of Ukraine’s young population; the impact of digitalization on the structure of youth employment and career trajectories was assessed; the interconnection between educational training, the labor market, and migration processes was identified; and the conceptual foundations for the strategic strengthening of youth human capital were established.
The study found that digitalization is a key driver of flexibility in youth employment, while simultaneously increasing their mobility and the risks of outward migration. It revealed a rise in the share of non-standard forms of employment, a disconnect between education and the labor market, and a high level of adaptability among young people to changes in their professional activities. The study justifies the need to develop public policies focused on building digital competencies, aligning education with labor market needs, supporting innovative employment, and creating conditions for the return of young human capital to Ukraine. It is concluded that the “youth” focus of the human capital strengthening strategy should be aimed at reducing the loss of human potential in the context of global competition for talent.
