EU climate governance architecture: lessons and prospects for Ukraine

The article examines the architecture of EU climate governance as a multi-level system that integrates strategic planning, regulatory instruments, carbon pricing mechanisms, decarbonization incentives, and sustainable finance frameworks. It analyzes the evolution of EU climate policy from the “20-20-20” targets to the European Green Deal and the “Fit for 55” package, highlighting the role of the EU Emissions Trading System, CBAM, the EU Taxonomy, and corporate sustainability reporting standards. The study substantiates that EU climate policy has transformed into a new model of economic governance embedded in budgetary and investment instruments. Key requirements for harmonizing Ukrainian legislation with the EU acquis, integrating into carbon regulation mechanisms, and adapting the financial sector to sustainable finance standards are identified. The paper emphasizes the need for Ukraine to develop a comprehensive climate governance system and a national roadmap for green transformation in the context of post-war recovery and EU integration.
