Lifelong learning system as a way to developing the country's human potential

Abstract

The article examines the role of lifelong learning as a key factor in the development of a country’s human potential in the context of the knowledge economy and global competition. It is substantiated that human capital acts as a strategic resource for socio-economic development and forms the basis for creating sustainable competitive advantages of enterprises and the national economy as a whole. Modern approaches to interpreting the category of “human potential” are revealed, its relationship with human and labor potential is characterized, and the place of continuing education in the personnel development management system is defined.
The principles and tools for forming the кадровий (personnel) potential of enterprises are analyzed, in particular the importance of vocational training, retraining and advanced training of employees as the basis for intellectual growth and innovative development. Emphasis is placed on the need to combine public policy, educational institutions and business in creating an effective model of continuous professional development. The international experience of financing and organizing adult education based on the principles of flexibility, accessibility and labor market orientation is summarized.
The expediency of investing in human capital as a long-term investment process that ensures both direct economic effects and social benefits is substantiated. It is proved that the implementation of a lifelong learning system contributes to increasing labor productivity, mobility and competitiveness of personnel, strengthening the innovative potential of enterprises and enhancing the socio-economic resilience of the country.
The paper concludes that Ukraine needs to develop a holistic, flexible and adaptive lifelong learning system capable of ensuring continuous renewal of competencies, development of human potential and sustainable growth of the national economy.
