Development of recycling technologies within the framework of industry transformation towards the circular economy model

The article is devoted to the study of the development of recycling technologies in the context of the transformation of industry towards a circular economy model as a response to the challenges of natural resource depletion, growing waste generation, urbanization, climate change, and increasing consumption levels. It is substantiated that the transition from the linear model of “production – consumption – disposal” to a circular paradigm focused on reuse, repair, refurbishment and recycling of materials creates new requirements for the organization of industrial production, business models and resource management systems.
Recycling is considered as a key element of the circular economy, ensuring the conversion of waste into secondary resources and their reintegration into industrial value chains. It is demonstrated that the use of recycled materials contributes to reducing the consumption of primary raw materials and energy, as well as lowering negative environmental impacts, while at the same time generating economic and social benefits, including job creation and the development of innovative industrial sectors.
The paper summarizes modern approaches to the development of recycling infrastructure, including systems for waste collection, sorting, transportation and processing, and substantiates the role of green design and eco-design principles as prerequisites for creating safe and high-quality secondary raw materials. Special attention is paid to the analysis of legal, institutional, infrastructural and market barriers that hinder the development of recycling industries, including regulatory imperfections, limited investment opportunities, volatility of secondary raw material markets, the presence of an informal sector and trade restrictions.
The necessity of forming a comprehensive public policy to support recycling based on extended producer responsibility mechanisms, fiscal and financial incentives, green public procurement, standardization and certification of secondary raw materials, as well as the development of international cooperation in the field of waste management, is substantiated. It is concluded that the development of recycling technologies is a strategic prerequisite for increasing industrial resource efficiency, strengthening competitiveness and ensuring sustainable economic development in the context of the global transition to a circular economy model.
