The impact of labor migration on Ukraine's labor market during the war and paths to its recovery

Abstract

This article examines the impact of labor migration on the labor market in Ukraine during the war. It identifies the scale of migration flows, including the departure of over 6 million individuals, and their effects on the economy, employment structure, and unemployment rate. Special attention is given to the socio-economic consequences, such as professional and qualification imbalances, labor shortages in strategic sectors, and regional disparities. The issue of reintegration of internally displaced persons (IDPs) is highlighted, particularly the obstacles to their employment and ways to overcome them. Prospects for further research involve conducting a long-term analysis of the impact of labor migration on the country's economic and social stability, as well as integrating innovative approaches in the field of population employment.
Based on statistical data for the period 2022-2024, a number of practical recommendations are proposed for stabilizing the labor market, including professional retraining, support for employers, digitization of the labor market, regional redistribution of the workforce, and creating conditions for the return of labor migrants. The novelty of the study lies in the systematization of challenges facing the Ukrainian labor market and the development of practical solutions aimed at ensuring sustainable economic development in the post-war period.
