Архітектура кліматичного врядування ЄС: уроки та перспективи для України

У статті досліджено архітектуру кліматичного врядування ЄС як багаторівневу систему стратегічного планування, регуляторних інструментів, вуглецевого ціноутворення, стимулів декарбонізації та механізмів сталого фінансування. Проаналізовано еволюцію кліматичної політики від цілі «20-20-20» до Європейського зеленого курсу та пакета «Fit for 55», а також роль системи торгівлі викидами, CBAM, таксономії ЄС і стандартів корпоративної звітності. Обґрунтовано, що кліматична політика ЄС трансформувалася у нову модель економічного управління, інтегровану з бюджетними та інвестиційними інструментами. Визначено ключові вимоги до гармонізації українського законодавства з acquis ЄС, інтеграції до механізмів вуглецевого регулювання та адаптації фінансового сектору до стандартів sustainable finance. Наголошено на необхідності формування в Україні цілісної системи кліматичного врядування та розробки національної дорожньої карти зеленої трансформації в умовах післявоєнного відновлення.
